Touch Rugby is a fast-paced team sport where height and weight are not important, and is different from the conventional form of rugby as essentially it has no tackling, lineouts, scrums, rucks or mauls. It has been around for many years as a method of warm-up, exercise and recreation, but in recent years has elevated into one of the fastest growing worldwide sports - statistics show that Touch is Australia's biggest participant sport with over 600,000 players, while nearly one million New Zealanders participate in this recreational pastime. Touch is played in over 60 countries, with 18, including Singapore, affiliated to the International Federation of Touch governing body.
Organised Touch Rugby was introduced in Singapore in 1996, and has since seen a rapid increase in the number of participants. In May 1996, Singapore Press Holdings acquired the naming rights to this mass appeal sport and currently sponsors one of Singapore's biggest rugby competitions. The 1997 inaugural SPH National Touch Rugby Competition saw 100 compete in 7 categories for men, women and veterans. Within the school system, the Touch programme has seen spectacular acceptance and has been transformed into an Extra Curricular Activity Sport within a year of its introduction. Although there is no National Schools Competition, four SPH Regional Touch Rugby competitions will be organised prior to the SPH National Competition to accommodate the growing popularity and demand for Touch Rugby.

The Singapore Rugby Union (SRU) is the National Sports Association (NSA) that governs and promotes the game of rugby in Singapore. The organisation is resposible for the Men's and Women's National 15s and 7s rugby teams, and organises the domestic GUINNESS Singapore Rugby Competitions.
